Market conditions in different regions of the West present a variety of barriers for programs to consider. One approach does not fit all. When developing a program for a particular market, you should take into account market conditions such as area construction styles, relationships between the trades, local code issues, and the types of contractors. You need to think about integrating all of the differences and variations into your approach.
