Jacqueline Berger is the director of program evaluation at APPRISE Incorporated.  Her areas of expertise are study design, data analysis, survey research, and performance measurement.  She has conducted evaluation studies of low income weatherization and bill payment programs for federal and state governments, agencies, utility companies, and nonprofit organizations.
