David Carroll
David Carroll is president of Applied Public Policy Research (APPRISE, Inc.), a nonprofit energy research and evaluation firm in Princeton. He has twenty years of experience in energy program planning and evaluation. David is heading the REACH project evaluation in Colorado where weatherization program subgrantees are installing eight hundred evaporative coolers over a two year period.
