Patrick Costello

Patrick Costello is currently the NYS-DHCR supervisor of the Training and Technical Assistance Unit where he oversees all training activities including those pertaining to 65 subgrantees completing weatherization activities statewide. As a recognized expert in residential energy conservation retrofit techniques, Pat played an essential role in the design and implementation of the Targeted Investment Protocol System presently used by New York State’s Weatherization Assistance Program for residential energy analysis.
