David Carroll

David Carroll is the president of APPRISE, Inc., a nonprofit research institute. He has over 20 years of experience conducting research and evaluation on commercial and residential energy efficiency programs. David is the project director for the National WAP Evaluation. Other current research includes program evaluation studies in Illinois, New Jersey, New York, Ohio, and Pennsylvania.
