COMF 1 - Working with Technicians to Correct Low Air Flow

Without proper air flow, other air conditioning system improvements such as charge correction and duct sealing should not be attempted. Low air flow should be corrected before proceeding with other measures but how can a building performance technician communicate this need effectively with an HVAC service technician to get the intended result?
