POL 8 - Whole House Retrofits Vs. Technology Rebates

The traditional approach of providing rebates for energy efficiency technologies has evolved with the advent of “whole house” programs such as Home Performance with ENERGY STAR®. Explore the philosophical basis for treating the whole house rather than focusing on individual measures. Key elements include comprehensiveness, the importance of holistic treatment including health and safety, and the sustainability of change (transformation of markets) over the long term. Identify the issues and policies needed to enable whole house approaches.
By attending this session, participants will
- Learn about the benefits of a whole house approach as opposed to a more traditional measures-based approach, including energy savings, climate impacts, economic development, customer health and safety, and customer satisfaction
- Identify implementation strategies, issues, and policies related to administering whole-house programs
