What are the best practices in public policy - building codes, standards, and regulations - that can make homes more comfortable and affordable, thus generating greenhouse gas emissions savings? Conversely, what regulatory barriers lead to less affordability and comfort, and more carbon? Explore how municipalities and states can meet the twin goals of 1) energy and greenhouse gas reduction and 2) lowering the costs of transportation and energy for homeowners and renters.
