David Carroll

David Carroll is president of Applied Public Policy Research (APPRISE), a nonprofit energy research and evaluation firm in Princeton. He has twenty years of experience in energy program planning and evaluation. Recent projects include the Colorado Evaporative Cooler Demonstration Project, the New Jersey USF Program Evaluation, and the California Low Income Needs Assessment Study.
